The good news is that at 1:00 Am this morning, the
conditional use permit for Second Creek was extended
for one more year. There are a couple of minor new
limitations:
- The track can only be used from 8:00 AM until
8:00 PM or dusk, whichever is earlier.
- There is a noise restriction; the track cannot
produce more than 50 Db as measured at the nearest
home. This restriction is unlikely to be an issue, I
gather that the SCCA rules Second Creek enforces will
keep us from bumping this restriction. It's the same
restriction that was imposed on Rocky Mountain
Speedway.
One significant restriction is that Second Creek
agreed not to ask for another extension. Nov 1, 2005
will definitely be the last day for Second Creek.
BTW, Rocky Mountain Raceway agreed to the same
limitation.
The vast majority of the evening was devoted to Rocky
Mountain Raceway. There were a lot of supporters for
Rocky Mountain, and a small cadre of folks opposed to
the extension. The opposition to Rocky Mountain
seemed to center around the intensity of the noise,
and the fact that it sometimes extended late into the
evening. There was also some complaint about the
bright lights at night. The City Council seemed
divided about Rocky Mountain's application. In
addition to the issues about noise etc, some of the
council members were upset because they felt that
Rocky Mountain hadn't been making a serious effort to
find another site, even though everyone has known for
years that this property is being developed. In the
end though, with some reluctance and after imposing a
bunch of restrictions to lessen the impact, the
council granted a one year extension to Rocky Mountain
Raceway.
Around 12:30 AM, Second Creek came up on the agenda.
The good news was that it seemed to me that after all
the complaints and discussion about Rocky Mountain,
Second Creek looked comparatively good. Second Creek
already enforces the SCCA noise limits, which looked
much better than Rocky Mountain's vague promises to
run with quieter mufflers. Also, we don't run at
night, which nullified probably the biggest complaint
about Rocky Mountain. Finally, the late hour of the
discussion worked to our advantage ... when it came
time for the opposition to present their case, they
had all gone home! The icing on the cake was that the
groups running Second Creek are actively looking for a
new site, something that seemed to predispose the
council to giving us another year.
So bottom line, enjoy the next year at Second Creek!
