Is it ever possible to run your car at SCR without a cage? I would like to get out there and run but have no cage. Where can I find what it takes to pass tech and other info on Second Creek?

Yes. Many, many ways to do it. The easiest is to show up on a weds and do the $60, 4 hour test and tune.
The tech is a bit different. As long as you're not leaking anything and have the correct helmut, you can test and tune. The better tech is yourself. Are your tires good? Good, fresh brake pads and fluid? It's -your- life out there.

I thought I would be done in time to race, but I just got the cage mocked up and need to install it. New race rubbers are taking longer than expected too.

Man I can't wait to get out there and try out Second Creek. A low cost road course - still getting used to that idea. Only three more weeks!
