Can anyone tell me why there are Eprom and non Eprom ecu's ?I've looked around and can't seem to find an answer to this .If you know where this answer is just point me in that direction.

Mitsubishi in its infinite wisdom decided to stop producing standardized eeprom ecus, which could be tinkered with, and go to a Mitsubishi-specific chipset. This actually makes a little sense as Mitsubishi electronics made the specific chips, and they cut down on the possibility of chip-tuning by mere mortals.

It was common practice in the electronics world to use PROMs during early production of a PCB, in case a big problem comes up and a rework is necessary. Once a design is stable and you don't think the odds are high of needing to change the code, it was cheaper to burn the code right into processor memory. With more modern "flashable" designs, it's no longer an issue.

Might be a stupid question but will eproms work on 95 and up eclipse's??

The easy answer of that is no. The hard answer is yes. I can get any ECU to run your car, but for brevity sake, make sure that 2G turbo ECU's only go in 2G's. And 1G turbo ECU's only go in 1G's. There are differences between the EEPROM 1995 ECU's which are sought after for their ability to be used with DSMLink. The 1996 ECU's which are PROM ECU's that can be used in 1995/96 cars with no modifications and 1997/99 PROM ECU's which have a different CAS/Firing order setup.
