Ignition Control Circuit CEL

I have had this on going problem with my car idling funny. It warms up fine but once it is warm (on a cold day) it revs between 1000-2000 rpms. I finally got a chance to hook up my DSM link to it and the CEl was for Ignition Control Circuit. I am wondering what all is involved in the ICC? I have already had the Idle Speed controller replaced and that didn't do anything. If anyone has any suggestions I am all ears. Thanks in advance
